You can unlock the bosses by completing a set number of Story completions with different characters. They are only usable in Versus, Survival, and Practice modes.
Draco: Complete Story Mode with any 12 characters. Highlight Takechiyo and hold LT to select.
Golba: Complete Story Mode with all 24 characters. Highlight Haohmaru and hold LT to select.
